As Tet 1993 neared, balloon sellers once again gathered in Dong Kinh Nghia Thuc Square. The chilly air bit through layers of clothing, but the rising excitement in the city was unmistakable as it buzzed with anticipation, and readied itself to welcome the Lunar New Year.
